Mexican-born architect Fernando Donis has filed a lawsuit against Dubai for copyright infringement, alleging that the city went through with his competition-winning design for The Dubai Frame, now under construction, without involving him or compensating him. Peter Goodman writes: "In crying foul, Mr. Donis joined other foreign professionals who have described a system in which proximity to power trumps the sanctity of law."
