A total of 23 buildings were involved in the design-build delivery of the Federal Bureau of Prison (FBOP)’s first federal correctional institution (FCI) and satellite camp to be certified LEED® Silver by the U.S. Green Building Council.

GRW (Lexington, Ky.) architects and engineers led the design team in conjunction with the contractor, which was a joint venture between Caddell (Montgomery, Ala.) and Yates (Philadelphia, Miss.) for the $192 million project, which has a gross building area of approximately 665,889 SF and is located on a 307-acre greenfield site in Aliceville, Ala.

The successful completion of an FCI and campus such as this is complex. The design team must plan, coordinate and manage multiple systems in a space the size of a small town. Work ranges from building design (i.e., inmate dormitories, food service, medical service, administrative, academic, central utilities, etc.) to earthwork, roadways and parking, to a complete electrical power submetering network.

LEED Highlights
Aliceville received LEED points under these broad LEED categories: Sustainable Site; Water Efficiency; Energy and Atmosphere; Material Resources; Indoor Environment Quality and Innovative Design. A few examples of the sustainable design concepts incorporated at Aliceville include:

1) Waste Reduction – More than 92% of the construction waste, including scrap wood, concrete, cardboard, plastic, etc., totaling more than 15,145,300 pounds (7,573 tons) of construction waste, was diverted from landfills. That is equal to the weight of more than 4,500 pickup trucks.

2) Regional Materials – More than 31% of building materials are extracted or harvested and manufactured with 500 miles of the project site.

3) Water Reduction – The prison’s low-flow faucets and showerheads, lower gallon per flush toilets and urinals as well as its laundry water recycling system is estimated to save more than 5,135,807 gallons of water per year. At $0.01 cents per gallon, the total water cost savings equates to $51,628 annually.

4) Energy Reduction – The Energy Policy Act of 2005 (EPAct 2005) requires that all federal buildings be designed to beat energy codes by at more than 30%; Aliceville beats the code by 39%,resulting in annual estimated utility cost savings of $293,143.

With a work history spanning more than 25 years, GRW and the FBOP of completed six major FBOP projects in Kentucky, West Virginia, Pennsylvania, Mississippi and Alabama.
